Joseph M. Juran introduced the notion of managing for quality (since 1980), as opposed to the checking and inspection concepts used by Shewhart and Deming (1930-1960). He is credited with adding the human dimension to quality and in particular he pushed for the education and training of managers. He believed that resistance to change was the root cause of many quality issues.
He was born in Romania (1904), emigrated tu USA in 1912, and died in New York (2008), last 103 years
In the 1980’s Juran recognized that the common approach to total quality management - quality awareness campaigns and slogans - was not effective as they did not have substance, and there is no short cut to quality. He believes quality must start at the top, irritating senior managers who believe training is for junior workers.
